Is there a difference between Wisconsin Demo & GOP Senators?

Wisconsin Democrats left the state to prevent a vote while Republicans used a filibuster (over 100 times) to prevent a vote. Do Republicans have an issue with the rules in Wisconsin? Do they not know the rules?
